THE COMMISSIONER FOR CITIZENS' RIGHTS ACT OF 15 JULY 1987 (Dziennik Ustaw 1987 No.21 item 123) 259 THE COMMISSIONER FOR CITIZENS' RIGHTS ACT OF 15 JULY 1987 (Dziennik Ustaw 1987 No.21 item 123) In order to strengthen the socialist legal order and to provide further guarantees of protection for the rights and freedoms of citizens, it is pro- claimed as follows: Article 1 1. There shall be a Commissioner for Citizens' Rights. 2. The Commissioner shall safeguard the rights and freedoms of citizens as determined by the Constitution of the Polish People's Republic and by other laws. 3. In cases concerning the protection of the rights and freedoms of citizens, the Commissioner shall consider whether, as a result of any act or omission on the part of agencies, organisations and institutions bound to observe and implement such rights and freedoms, any infringement of the law or of the principles of social coexistence and social justice has taken place. Article 2 1. The Commissioner shall be appointed by Parliament on the basis of a motion proposed by the Praesidium of Parliament after consultation with the National Council of the Patriotic Movement for National Rebirth. 2.
