During the reporting period, a number of signifi cant developments occurred within the domestic and international frame- works for minority rights standards and policies that were of particular importance for the HCNM. In the context of a general and continuing deterioration of the rela- tions between the West and the East in the OSCE area, the armed confl ict between Georgia and the Russian Federation was a harsh reminder of the consequences of con- fl icts involving interethnic issues.
