Introduction Th is overview of the activities of the Organization for Security and Co-operation in Europe (OSCE) High Commissioner on National Minorities (HCNM covers the period January  to December . During the reporting period, a number of signifi cant developments occurred within the domestic and international frame- works for minority rights standards and policies that were of particular importance for the HCNM. In the context of a general and continuing deterioration of the rela- tions between the West and the East in the OSCE area, the armed confl ict between Georgia and the Russian Federation was a harsh reminder of the consequences of con- fl icts involving interethnic issues. Other developments such as the declaration of inde- pendence of Kosovo in February  or the increasing tensions between Ukraine and the Russian Federation also had a strong impact on the geopolitical relations within * Prof. Dr Hab.
