PANEL 4: Will State Emergency Measures trigger WTO disputes? What prospects exist for reforming the dispute settlement system of the WTO - professional panelists, retroactive remedies, monetary compensation? Charles spoke about the last panel entering the Bermuda triangle, so what happens to the last speaker on the last panel? I wish I could disappear! Especially because I am substituting for the real expert and I am no expert on anything that has been spoken about here in this panel. I am going to be talking about something that I am an expert in, which is intellectual property and more particularly, the TRIPS Agreement. I am going to draw a tenuous link between my area of expertise and the subject that we are discussing on this panel, which is emergency measures.
