Such acts speak of course for themselves. But as will be shown in the Appen- dix to this paper the Arab terrorist organization boastfully accept respon- sibility for their deeds, and their aims and intentions become quite clear. Although the principal terrorist organization, Fatah, sometimes claims - for propaganda purposes - that it does not engage in activities against civilian objectives, the record shows, that like all the other organizations, Fatah engages as a matter of policy in terrorist attacks against civilians. Except as regards operations in the territory of neutral countries, there is no difference of importance in the methods and objectives of the vari- ous terrorist organizations concerning conduct of operations in violation of the laws and customs of war. Moreover, it may be pointed out that the organizations have a com- mon front organization and a coordinated joint command.
