261 Social Legal Consultation Jane Giddings Legal consultation by advocates The aim of this paper is to describe the means by which legal advice and assistance is made easily available free of charge to the Soviet public. Free legal consultation may be obtained through two basic channels. Firstly, as part of the advocate's normal work of legal consultation, and secondly, it may be organized by trade unions, initially for the benefit of their members but thence, by extension, for other citi- zens, or alternatively, organized by the justice depart- ments of local soviets, frequently in collaboration with trade union committees. In the first case, the consultants are exclusively working advocates, and the areas of law dealt with for free are limited to those on a fixed list, except in particular cases of financial difficulty of the client. In the second case- social legal consultation-all manner of experts, with more or less legal training may be used as consultants and, seemingly, any legal topic may be covered.
