It was also proper protocol, at the very least, to acknowledge the regnal year of the sitting king. The majority of Visigothic councils lack in their minutes any sustained speeches or ex­ changes. What we do find on occasion in Visigothic councils is an opening speech by abishop or a king, even both in some cases. They are usually ac­ companied by a concluding statement from a Metropolitan Bishop acting as head of the council. In the seventeen Hispano-Roman Visigothic Coun­ cils - including the two that met in Bracara Augusta (Braga) in Gallaecia under the Sueves and the so-called minor councils - it is rare to find dis­ courses delivered by kings.
