Sanctissimus idem princeps sie venerandum concilium adloquitur dicens: King Reeeared's Diseourses at the Third Couneil of Toledo (589)* ALBERTO FERREIRO / SEATTLE It is rare to find in Visigothic council minutes any sustained dialogue by a sitting king; the norm is a list by topic of the decisions reached by the bishops with succinct explanations. It was also proper protocol, at the very least, to acknowledge the regnal year of the sitting king. The majority of Visigothic councils lack in their minutes any sustained speeches or ex changes. What we do find on occasion in Visigothic councils is an opening speech by abishop or a king, even both in some cases. They are usually ac companied by a concluding statement from a Metropolitan Bishop acting as head of the council. In the seventeen Hispano-Roman Visigothic Coun cils - including the two that met in Bracara Augusta (Braga) in Gallaecia under the Sueves and the so-called minor councils - it is rare to find dis courses delivered by kings. Among the exceptions, however, was the Third Council of Toledo where King Reccared delivered four discourses: two di rectly given by hirn, one through a notary, and the final one in
