He portrays Vik- tor Yanukovich as the candidate who stood for a continuation of a Soviet-style "patri- monial approach to governance through which the state writ large would remain as the central actor" (p. 167); the Western-backed candidate, Viktor Yushchenko, is cast as standing "for change and a more 'modern' approach to governance whereby the state would serve citizens ... " (ibid.). Very little is said in this book about the international Western funding of the Ukrainian "Pora" movement or of the public opposition to Yu- shchenko in Eastern Ukraine. What actually gets buried beneath these thorough de- scriptions of municipal actors and events is the voice of the immigrants themselves and of how (or even if) diversity capital facilitates the societal integration and the socioeco- nomic mobility of these newcomers. For Ruble, Montreal is an intercultural city rooted in a French-language milieu; and Washington is a multicultural city with an African-American milieu. The book would have been richer and would have provided theoretical insights into the nexus of me- tropolis and migrant had the author actually interviewed immigrant cohorts in Montreal and Washington.
