Part II Reports A INTERNATIONAL DEVELOPMENTS Françoise Kempf * Review of the Monitoring Process of the Council of Europe Framework Convention for the Protection of National Minorities I. Introduction Th e year  marked the th anniversary of the entry into force of the Framework Convention for the Protection of National Minorities and of the European Charter on Regional or Minority Languages. Various events were organized to celebrate this anniversary, and it provided an opportunity to take stock of achievements and remain- ing challenges and to refl ect on the overall impact of the Framework Convention after  years of monitoring. Against this background of overall refl ection on the impact of the Framework Convention, this article will more modestly attempt to review the main developments that occurred in  as part of the monitoring process under this convention. Th e year  saw continuous developments on the procedural side (renewal of the membership of the Advisory Committee amongst others) as well as new develop- ments in substantial matters, such as the adoption of a long-awaited fi rst-cycle opinion on Latvia and the preparation of the fi rst cycle of monitoring with regard to Georgia.
