I. INTRODUCTION This review covers the period between 1 January 2002 and 31 December 2002.1 It presents procedural and substantive aspects of the monitoring activities of the Advisory Commit- tee on the Framework Convention for the Protection of National Minorities (hereinafter 'the Advisory Committee' and the Committee of Ministers and gives an overview of the follow-up activities which took place in 2002 subsequent to the adoption of the relevant opinions by the Advisory Committee and conclusions and recommendations by the Committee of Ministers. Before doing so it seems appropriate to give some information on factual and other developments related to the monitoring of the Council of Europe Framework Convention for the Protection of National Minorities (hereinafter 'the Framework Convention' or FCNM). The Framework Convention entered into force on 1 February 1998 subsequent to its ratification by twelve Council of Europe (CoE) member states. As of 1 January 2002, it was in force for 33 of the then 44 member states2 and one non-member state;3 within a very short period of time, it had thus become one of the CoE human rights instruments with the highest rate of membership.
