The Chairman-in-Office should mobilise OSCE efforts to: - assist in the continuation of the dialogue in an appropriate way, i.a through offers of confidence building between cities in the south and Tirana; - explore the possibilities of monitoring the collection of weapons under the conditions of the general amnesty; - observe and assist in the preparation and organisation of new parliamentary elections; in this effort special attention will need to be addressed to the electoral framework, full respect of the freedom of media, freedom of expression and freedom of association. 5. The newly elected Parliament should endeavour to develop and adopt new constitution; assistance of the Council of Europe experts might be requested. 6. On the basis of progress with regard to these measures, I finally recommend to the Chairman- in-Office that he appeal to participating States of the OSCE to urgently favour the dispatch of teams by European and International Financial Institutions in order to assess the economic situation in the country.
