Introduction Th e political climate in has not been favourable for the promotion of human rights in general, and even less so for minority rights. With states focusing on the eco- nomic crisis and counterterrorism, attention and support for the international human rights regime have been waning, at a time when human rights abuses have intensifi ed with the resurgence of racism in many countries. No groundbreaking progress has thus been achieved in relation to the UN Offi ce of the High Commissioner for Human Rights’ (OHCHR’s) work on minorities in . With the institution-building proc- ess regarding minority mechanisms completed in by the creation of the Forum on Minority Issues, the focus of OHCHR’s work in has been on implementa- tion and further strengthening its work in the area of the promotion and protection of minority rights. Th e following chapter summarizes the main activities undertaken by the OHCHR at its headquarters and in the fi eld, including the work of the treaty bodies, special procedures
