110 OSCE Action'Plan for Gender Issues, 1 June 2000 Editors' note: Please find below the final text of the OSCE Action Plan for Gender Issues, which was approved by the PC decision PC.DEC/353 of 1 June 2000. SEC.GAL/12/00/Rev.7 1 June 2000 ACTION PLAN FOR GENDER ISSUES PREAMBLE The OSCE participating States recognize that equality of women and men and the protection and promotion of the human rights of women are essential to sustainable democracy and to security and stability in the OSCE region. The participating States of the OSCE bear primary responsibility for implementation of commitments referring to equality between women and men in their territories. The Document of the Moscow Meeting of the Conference on the Human Dimension of the CSCE (3 October 1991) and the Charter for European Security (18 November 1999) list specific commitments of the participating States with regard to opportunity for full and equal participation of men and women in all aspects of political, social and economic life. OSCE commitments, inter alia, encourage the strengthening of national machinery for the advancement of women.
