The opening address has underlined the importance of the Lund Recommendations for the survival of multi-ethnic states. The best way to preserve inter-ethnic peace is to allow minorities to participate in public life and not to isolate them. The Lund Recommendations offer a broad list of options and arrangements promoting effective participation of minorities. The importance of participation was recently strengthened by the Council of Europe's Advisory Committee of the Framework Convention which adopted its own Commentary on the effective participation of persons belonging to national minorities in cultural, social and economic life and public life. Both the Lund Recommendations and Commentary complement each other. It has been emphasized that the seminar is to serve as an opportunity to exchange views and review experiences in the application of the Lund Recommendations, including identification of the recommended arrangements which worked less well or malfunctioned.
