198 OMAN: RECENT DEVELOPMENTS* Maritime Law Royal Decree No. 12 of 1993 introduces certain amendments to the Maritime Law of Oman. Prior to the amendments, Article 4 of the Maritime Law provided that the Maritime Law would not apply in relation to warships, state vessels or the cargoes thereof, except with regard to collision, rescue and general average. Article 4 now provides that the Maritime Law shall not apply to warships or their supporting ships except with regard to collision and rescue, that the provisions of the Maritime Law shall not apply to state vessels except with regard to registration, collision, rescue and general average, and that state vessels and their cargoes may not be subject to confinement, detention or seizure, without prejudice to the rights and claims of those who are concerned. Article 6 of the Maritime Law has been amended to clarify that activities of towing, tugging, pilotage, coastal navigation between the ports of Oman, fishing, scientific research, rescue and shipchandlery in the territorial waters of Oman may not be conducted without an appropriate licence. Any foreign ship, captain or master who breaches the provisions of Article 6 or practices such activities with an expired licence
