Oman 1 SOURCES OF LAW, JUDICIAL AND LEGAL SYSTEM At the end of 1999, four new Royal Decrees were issued which introduced significant changes to the court system in the Sultanate of Oman. Until comparatively recently courts established for different purposes (e.g. tenancy disputes, employment disputes, etc.) fell under different administrative authorities. Two years ago, in line with 1996 Basic Law of the State, responsi- bility for all courts was transferred to one authority, the Ministry of Justice. The new Royal Decrees go towards achieving harmonization of courts and defining their hierarchy and jurisdiction. 1.1 Royal Decree No. 90/99 issuing the Judicial Authority Law This new law, which was due to come into force in June 2000 (but its effective date has been extended), sets out the different levels of courts in Oman as follows: (a) the Supreme Court; (b) the appellate courts; (c) the preliminary courts; (d) the courts of summary jurisdiction. These courts will be competent to hear commercial matters (including labour, tax, tenancy disputes, etc.) in addition to applications for arbitration. Personal matters will continue to be heard at the sha�^i`a court.
