INTRODUCTION A s a first, very broad definition, a m i n o r i t y - of any kind w h a t s o e v e r - may be defined as a group which is in some way different from and smaller as the majority. This definition also applies with respect to minorities within a state, but must be specified, as it is not possible to afford protection to any minority so defined. Therefore, further specification is necessary: In a democratic state, a minority may be a political minority, i. e. a political party which has not carried the last elections, but might win the next.
