The EU–China Human Rights Dialogue was launched in 1995 and constitutes a platform to engage China on sensitive issues and allows the EU to channel concerns directly to the Chinese authorities. When it was realized that certain issues discussed in the political realm of the EU– China Dialogue needed further development, the idea of having expert meetings was put forth. The expert dialogue established has not only been able to bring human rights experts from Europe and China closer, which will be beneficial over time, but it has also proven to serve an important role in addressing serious human rights concerns and in raising the understanding of the human rights norms in relation to specific problems in both Europe and China. The fourth legal expert seminar within the framework of the EU–China Human Rights Dialogue was held in September 1999 in Rovaniemi, Finland.
