Shain has provided a solid analysis of the political exile phenomenon and its implications for the "moving frontier of national loyalty." Through numerous con- crete examples of exile movements at work, he has successfully illuminated the impor- tant nature of regime and opposition relations. By examining the dynamics of the con- flict between these contestants for power he has focused attention on the process of building loyalty and political recognition as a dynamic feature of international politics and away from the more polemical interpretation that sees all such activity as nothing more than "good" guys versus "bad" guys, government versus "terrorists," enlightened idealism versus global imperialism. The subtlety and sophistication of the analysis is welcome relief to the usual distortion associated with any discussion of exiled political activity.
