Despite the fact that the 1992 Single Market is being gradually completed, judicial barriers continue to exist among Member States, thus making it difficult to achieve optimal efficiency in fighting cross-border criminality. This makes it necessary for the European Union to entrust the protection of its financial interests to the Member States. The duties of collecting in full the revenues and ensuring that the proper and timely expenditure of the Community resources have been left to the national administrative structure and legal systems.
