MARINE FISHERIES AND THE UN NEW AGENDA FOR THE DEVELOPMENT OF AFRICA IN THE 1990S On 5 January 1993 the secretary-general of the United Nations, Boutros Boutros-Ghali, and the secretary-general of the Organization of African Unity (OAU), Salim Ahmed Salim, held discussions at the OAU headquarters in Addis Ababa on a wide range of issues of concern to Africa in particular and to the international community in general.' The discussed issues included African conflict situations, the current process of change in the continent, and the socioeconomic conditions of the African countries. In view of the continued decline of the African economies, Boutros-Ghali and Salim agreed that a more determined and concerted effort was required on the part of the international community in support of Africa's own efforts toward devel- opment. Strengthening and development of marine fisheries and other ocean- related sectors is undoubtedly of major significance in pursuing efforts to this effect within the framework of the UN New Agenda for the Development of Africa in the 1990s (NADAF) set forth in continuation of the UN Pro- gramme of Action for African Economic Recovery and Development 1986- 1990 (PAAERD).z In his opening statement at the first meeting of
