83 LEGISLATIVE SURVEY OF THE RUSSIAN FEDERATION: JUNE-DECEMBER 1990* Introduction . This issue of the Review of Central and East European Law includes a new section "Legislative Survey of the Russian Federation". Keeping up to date with legal developments has become a complicated and laborious job, due to the sheer number of legislative and normative acts and, moreover, to the diverse composition of bodies promulgating such acts. With this section, we hope to assist our readers in keeping abreast of the most important legislative output of the Russian Federation. The reason for focusing on this member of the former Soviet Union is because of Russia's dominant geopolitical and economic status among the inde- pendent states that have emerged from the former USSR. Furthermore, there is a tendency among the other Commonwealth republics to follow the lead of Russia in drafting new legislation. In light of Russia's codification history, we have chosen 12 June 1990, the date of the Declaration of the State Sovereignty of the RSFSR, as the starting point for the Survey.
