253 ARTICLES Law and Sociology in Bulgaria The Experiments with Pronatalist Legislation Peter B. Maggs* Introduction The Preliminary Social . Research Late in 1967 and early in 1968 a series of legal measures were adopted in Bulgaria with the purpose of increasing the birth rate. These measures reflected a cooperative effort between sociological researchers and the party and government leadership. The sociological research was begun in a systematic manner in 1962 in an effort to discover the causes of and possible means of reversing the rapid decline in the Bulgarian birth rate. Based upon the recommendations oi4he researchers, legislation increasing family allowances and rules restricting abor- tions were adopted by the Bulgarian government. Imme- diately after these legislative developments further socio- logical research projects were instituted to determine whether the new incentives to increase births were having the desired effect. The program was found to be only partially effective and further changes were recom- mended and adopted. This continual interaction of the sociologists and the law- makers represents what may be the start of an important new trend in the legislative process in Eastern Europe.
