1 CONSTITUTIONAL AND ADMINISTRATIVE LAW 1.1 National Emblem In accordance with Article 3 of the Emblem of the Republic of Iraq, Law No. 85 of 1965 new Statutory Regulations No. 3 of 1997 were gazetted on 17 Novem- ber 1997. The Regulations specify the occasions, places and documents on which the emblem must be used. 1.2 Local People's Council Law No. 25 of 19951 (page 190 of 1996 Yearbook) was amended by Law No. 14 of 1997. The law gave the Council of Ministers to issue the rules and procedures governing the work of the local people's councils. Before the amendment these were decided by each council, which issued its own rules and procedures. The central government rules and procedures were issued by means of Statu- tory Regulation No. 3 of 1998. They detail the frequency of meetings, order of precedence, seating arrangements, quorums, recording and minute taking. It also detail how and when the agendas are prepared and deviates from rules on debates, speeches, interruptions, suggestion and voting.
