310 INSTRUCTION ON THE ORGANIZATION OF WORK OF AGEN- CIES OF INTERNAL AFFAIRS OF THE RUSSIAN FEDERATION IN EXAMINING QUESTIONS OF CITIZENSHIP OF THE RUSSIAN FEDERATION Approved by a Directive of the Ministry of Internal Affairs of the Russian Federation of 28 May 1992 No.183 Biulleten' Normativnykh Aktov 1992 No.8, 3-8 The present Instruction shall establish the procedure of activity of agencies of internal affairs in implementing the Law of the RSFSR of 28 November 1991 "On Citizenship of the RSFSR" and the Statute on procedure for con- sidering issues of citizenship of the Russian Federation approved by an Edict of the President of the Russian Federation of 10 April 1992 No.386. 1. Recognition of Citizenship of the Russian Federation 1.1 I In accordance with section 1 of Article 13 of the Law, all citizens of the former USSR permanently residing on the territory of the Russian Federa- tion as of the date of entry into force of the present Law, i. e. 6 February 1992, shall be deemed to be citizens of the Russian Federation. 1.2 Agencies of internal affairs at the place of permanent residence of citizens where individual citizens seek confirmation of Russian citizenship shall
