It is necessary to under- stand the magnitude, the significance and the consequences of impunity in order to recognise the need to prevent its effects. We should not forget that it was on American soil that the worst genocide in history started 500 years ago. This was the violence of the conquistadors, moved by eagerness for position and the profit created by torture and death. Millions of men, women and children of the indigenous peoples ended their lives in this process. In his book Short Report from the Indies , published in 1552, Father Bar- tolomé de las Casas described the most brutal forms of destruction of other human beings: mutilation of arms and hands, even testicles, the killing of children by hitting their heads on rocks, and the murder of women, their bellies opened with knives and lances.
