54 ILO Standards for the Protection of Children By H.T. Dao* Standard setting has been and remains in the forefront of ILO action since its creation in 1919 as a tripartite organization to promote social justice as a basis for universal and lasting peace. The 169 Conventions and 176 Recommenda- tions adopted to date by the International Labour Conference in the wide range of subjects falling within the ILO's competence relate to many of the rights re- cognized in the Universal Declaration and International Covenants on human rights. These include in particular the right to freedom of association and free- dom from discrimination and forced labour, the right to just and favourable conditions of work and to social security, and last but not least for the purposes of the subject under study, the right of children and young persons to protec- tion in connection with employment and work. The protection of children has been a priority task of the ILO since its estab- lishment. The Preamble of the ILO Constitution of 1919 included this objective among those set for an urgently required improvement of conditions of labour.
