Together with Peter Gowan’s dissection of finance capital in the post-Cold-War USA, 1 it is indispensable for anyone who wants to understand the twin poles of the new imperialism. Carchedi seeks to explain the European Union (EU) as a project whose aim is to re-organise and re-establish European domination over the extraction of surplus-value from the Third World in the face of a new and unilateral US ascendancy, overcoming the weaknesses of the individual nations which make it up by forming a political and economic bloc on a continental scale comparable with the size of the USA.
