and 1 CONSTITUTIONAL LAW CASES The Supreme Constitutional Court has pronounced a number of judgments in 1996 wluch demonstrate its consistent policy in upholding human rights and its adoption of a liberal approach in the interpretation of the Muslim shari`a mles. We have selected four judgments Ul this respect which are fully translated and dis- cussed below. 1.1 Judgment dated 3 February 1996 in Case No. 33 of the 16th judicial year: see the Chairman of thc Zamalck Company fir Hotels and Tourism v. the Phwdent of the Republic, the Speaker of thc People's Assembly and Others The last paragraph of Article 1 of Law No. 147 for 1984 concerning imposition of the duty for development of the financial resources of the state - as amended - im- poses a duty on sums paid for holding parties in hotels, and obliges die hotels to de- liver die value of die duty to the Tax Department on certain fixed dates and also obliges the hotels to pay double its value in case of any delay in delivery of die duty. This obligation to pay double the value of the duty if there has been any delay in its delivery
