INTRODUCTION This article presents a survey of the potential or actual economic impacts as well as the pros and cons that arise in the context of liberalizing market access conditions and foreign investment restrictions in the telecommunications (telecoms) sector of a number of countries. It also examines the impacts of the presence or absence of pro-competitive regulations in the telecoms sectors of the covered countries. The emphasis is on the impact of restrictions on foreign ownership control and their liberalization. The survey is based on this author's review of currently available studies of the telecoms sector prepared by academics and/or consultants. There is a dearth of studies that have attempted to address the economic impact of foreign direct investment (Fm) from a sectoral perspective.'- Indeed, there are very few telecoms sector-specific studies of foreign investment, and none that make a conceptual or empirical case against foreign investment in that sector.
