94 DECREE OF THE SUPREME SOVIET OF THE KAZAKH SSR ON THE ENTRY INTO FORCE OF THE LAW OF THE KAZAKH SSR ON FREE ECONOMIC ZONES IN THE KAZAKH SSR* Kazakhstanskaia Pravda, 23 January 1991 The Supreme Soviet of the Kazakh Soviet Socialist Republic decrees: 1. That the Law of the Kazakh SSR "On Free Economic Zones in the Kazakh SSR" shall enter into force as of the date of its publication. 2. That the Cabinet of Ministers of the Kazakh SSR shall: - within one month adopt the necessary measures to provide for the implementation of the above-mentioned Law; - within one month submit to the Supreme Soviet of the Kazakh SSR proposals to amend existing legislation. 3. That proposals of the Mangistau, Dzhezkazgan, Gur'ev, Vostoch- no-Kazakh, and Karaganda regions to establish free economic zones on the territory of these regions shall be approved. 4. That the Cabinet of Ministers of the Kazakh SSR and local Soviets of People's Deputies, taking into account the opinion of the populace, shall establish administrative boundaries and shall withdraw land for free economic zones, shall carry out the necessary measures to organize the transfer of enterprises, organizations and institutions located on their territory to new economic relations, and shall establish the poten- tial for raw materials and labor resources, and the state of the infra- structure in territory that has been withdrawn for free economic zones.
