IMPLEMENTATION The rapid and radical political, social and economic changes affecting Central and Eastern Europe and at the same time also Western European countries have been summarized as transitional periods, processes of modernization and, for the east of Europe, as deferred modernization. On the surface of the changes which have taken place and are still going on, some obviously are of particular importance for criminal policies and the amendments of criminal codes as well as the process of reframing systems of criminal penalties and the implementation of criminal sanctions. 2 Among those conditions which are likely to affect the development of criminal sanctions and their implementation – as these conditions create the general framework within which law reform and implementation take place – first of all the dramatic increase in the volume of crime which is reported from virtually all countries in Central, Eastern and Western Europe has to be mentioned. 3 This increase in crime, on the one hand,
