C O N V E N T I O N O F B U C H A R E S T ( 9 A u g u s t 1 9 8 0 ) Preamble The present convention provides regulations for everything concerning the activity o f the Committee of Bibliography, particularly: - the selection of publications; - editing and wording of the international bibliography o f military history. The convention is based on the Statutes of the International Commission of Comparative Military History (ICHM) of 15 August 1973 (Article 17 in particular); it replaces the Regulations of the Committee of Bibliography of 19 February 1977. It is emphasized that the French text prevails in cases of controversy. l. Selectinn of publications 1. 1. Every year, the Committee o f Bibliography of the International Commission o f Comparative Military History (ICMH) publishes an International Bibliography of Military History listing those publications which provide military history with new scientific elements ( ' ). 1.2. The national Commissions of military history being affiliated with the International Commission of Comparative Military History take the scientific responsability for the publications their respective correspon- dents notify to the Committee of Bibliography. 1.3.
