Dr Alexis Heraclides is a research fellow at the Greek Institute of International and Strategic Studies and special adviser for the cscE-human dimension and for minority issues to the Greek Foreign Ministry. He was a member of the Greek delegation to the Helsinki Follow-up Meeting. Ms Heather Hurlburt is a Staff Advisor of the us Commission on Security and Cooperation in Europe, Washington D.C.
