The main focus of this UNIDIR Research Paper is to determine the role Russian and Commonwealth of Independent States' (CIS) troops may play in the context of a peacekeeping operation within the terri- tory of the CIS or within states surround- ing the CIS. This perspective was chosen because of the particular Russian view on peacekeeping operations, understanding them as deployment of troops being used for counter-insurgencies in what the authors call 'Russia's backyard' (p. 5), and not being part of a UN peacekeeping operation. This specific view on peacekeeping operations is dominated by a military perspective and not a political one. The authors, thus, mainly focus on the military prerequisites and requirements for peacekeeping operations of the 'Russian type'. The political, legal and sociological aspects of conflicts and of peacekeeping operations are therefore analysed only as a background, to deter- mine the feasability as well as operational aspects of establishing a peacekeeping force in Russia or the 'near abroad' The book is composed of two parts. In the first part the authors evaluate the present situation of as well as the means and methods used in Russian peacekeeping operations (pp. 5-74).
