284th Session of the European Commission of Human Rights 346 10 hrcd [ 1999 ] 2 8 4 T H S E S S I O N O F T H E E U R O P E A N C O M M I S S I O N O F H U M A N R I G H T S (Strasbourg, Monday, 19 April – Friday, 23 April 1999) The 284 th Session of the European Commission of Human Rights was held from 19 to 23 April 1999 . The Commission dealt with 32 applications admitted before 1 November 1998 , the date of the entry into force of Protocol No. 11 to the Convention. Among the applications examined by the Commission were the following: 32 Reports adopted: 16 Reports under former Article 28 , Section 2 of the Convention (friendly settlement); 16 Reports under former Article 31 of the Convention (merits). EXAMINATION OF ADMITTED APPLICATIONS Reports adopted (i) Reports adopted under former Article 28 , Section 2 of the Convention (friendly settlement) Christian CHIOCCA v. France The case concerned the length of criminal proceedings. In settlement, the Government agreed to pay the applicant 25 , 000 French francs. Yves CAMBAY v.
