The Commission dealt with 32 applications admitted before 1 November 1998 , the date of the entry into force of Protocol No. 11 to the Convention. Among the applications examined by the Commission were the following: 32 Reports adopted: 16 Reports under former Article 28 , Section 2 of the Convention (friendly settlement); 16 Reports under former Article 31 of the Convention (merits). EXAMINATION OF ADMITTED APPLICATIONS Reports adopted (i) Reports adopted under former Article 28 , Section 2 of the Convention (friendly settlement) Christian CHIOCCA v.
