Adopting œPublicly Available Specifications  In recent months, formal standards development organizations have begun reacting to criticism that their procedures are too slow to suit the rapid evolution of the information technology industry. Furthermore, there have been recent instances where the marketplace has shown a preference for de facto standards like those of Internet rather than œformal  standards such as Open Systems Interconnect. In response to these events, the Joint Technical Committee 1 (JTC1) of ISO-IEC (International Organization for Standardization, International Electrotechnical Commission) has adopted new procedures for the processing of Publicly Available Specifications (PAS).
