Abstract
New HEW Secretary.— Health, Education and Welfare Secretary Anthony Celebrezze resigned to accept a federal judgeship, and President Johnson appointed John W. Gardner, a prominent educator and a Republican, to fill the cabinet post. Gardner, for ten years president of the Carnegie Foundation for the Advancement of Education, headed President Johnson's special task force on education last year. President Johnson said Gardner "helped plant the seed-bed of the educational harvest produced by the 89th Congress." The President announced that he would nominate Celebrezze to the US Court of Appeals for the 6th Circuit, sitting in Cincinnati. "I have both a feeling of pride in Secretary Celebrezze's accession to this high court—and a reluctance in seeing him depart the department he has guided so skillfully," the President said. Celebrezze has said in the past that he would like to return to Ohio eventually and accept a judgeship. He will replace Judge
