RELOCATION OF PHYSICIANS Most of the current controversy in respect to medical care centers on methods of paying for service rather than on how the service is to be provided. These are separate but intimately related questions. The former is likely to be determined finally as a political issue, while the latter should be solved by the medical profession itself. Since the physician is the central figure in any scheme of medical service, primary consideration must be given to placing physicians in areas where they are most needed. Although persons residing in certain localities and belonging to underprivileged classes of the population have illness rates somewhat higher than those of people living under better circumstances, a straight population enumeration gives a fairly accurate measure of the relative needs for medical service in one area as contrasted with another.
