House Restricts Abortion A bill restricting abortion access for minors was passed by the House of Representatives, 270 to 157, on April 27. The Child Interstate Abortion Notification Act makes it a federal crime for any adult to transport a minor across a state line for an abortion without parental consent. The bill also requires a 24-hour waiting period for any minor who has traveled to another state for an abortion, even if she is accompanied by a parent. Under the proposed law, physicians performing abortions on minors would be required to comply with state notifications laws. Violators of the law face fines of up to $100 000 and up to a year in prison. (Information about the bill, HR 748, is available at http://thomas.loc.gov.) Those in favor of the legislation said the bill closes a loophole in current law that allows adults to help a minor avoid her own state’s parental notification laws by taking her to states where parental notification is not required for abortion. Opponents to the legislation argue that it will endanger certain young women, such as those sexually abused by their fathers.
