The Act aims to build capacity among service users, families and health workers to understand and promote human rights and recovery from mental disability. This paper chronicles the history, advocacy initiative and the development of a civil society movement that influenced policy makers to effect change in the legal framework on mental health. The change addressed stigma and discrimination in line with best practice and international human rights standards in mental health, care and support. While the Republic of Ghana has had legislation on mental health since 1888, it also has legislation on various aspects of mental health scattered in other laws. The Lunatic Asylum Ordinance, 1888 [Cap 79] provided custodial care for the mentally ill and the first asylum was built in 1906 to decongest the prison where arrested people with mentally illnesses were kept. Two other psychiatric hospitals were built in 1965 and 1975. The
