INTRODUCTION This paper examines the use of energy efficiency as a form of economic development. It is based on three apparently simple but r elated propositions: 1. The efficient use of energy is a skill, which must be systematically acquired, and not t reated as an incidental component of t he development process. 2. The m arket f or e nergy efficiency services and products is improved b y programmes which enhance the level of sk ills and knowledge available. 3. Energy eff iciency as a developmental strategy succeeds best when it i s implemented as part of a programme c ombining s kills acquisition and market development.
