TY - JOUR AU - Etherington, David AB - Abstract: The Labour government's 'Welfare to Work' strategy has been met with criticism on two grounds; the first relates to its free market orientation which is unlikely to reduce labour market inequalities. The second is its capacity to deliver given a stringent macro monetary policy and tight public expenditure constraints which will slow down economic growth and labour demand. In contrast with the UK, Denmark implemented a major reform of its welfare and labour market system in 1994, which essentially retains major elements of the Nordic model. The purpose of this article is to assess critically the development and implementation of the Danish labour market reform programme and consider its relevance for the UK. The article argues that Denmark offers a 'working alternative' to free market and neo-liberal policies. As the welfare and labour market reforms are geared towards building a skill base, increasing democracy and accountability and reducing inequality, there are important lessons and guiding principles for the UK. French La stratégie du gouvernement travailliste d'allocations pour encourager le retour au travail a été critiquée pour deux raisons; la première touche à son caractère de libre marché, qui a peu de chances de réduire les inégalités du marché du travail. La deuxime raison est sa capacité d'accomplissement face à une stricte politique monétaire macro et de contraintes serrées de dépenses publiques qui ralentiront la croissance économique et la demande de travail. Par contraste avec le Royaume-Uni, le Danemark a implimenté en 1994 une réforme majeure de son système d'allocations et de travail, qui retient essentiellement des éléments importants du modèle nordique. Le but de cet article est d'évaluer critiquement le développement et l'implimentation du programme de réforme du marché du travail danois et de considérer son rapport avec le Royaume-Uni. L'article maintient que le Danemark propose une alternative réelle au marché libre et aux politiques neo-libérales. Lorsque les réformes des allocations et du marché du travail se préparent pour l'établissement d'une base qualifiée tout en développant la démocratie et la responsabilité et en réduisant l'inégalité, il existe d'importantes lessons et des principes directeurs pour le Royaume-Uni. La primera, es su orientación hacia el mercado libre pues es improbable que reduzca las desigualdades en el mercado laboral. La segunda, es su probabilidad de éxito dada una difícil situación macro-monetaria y restricciones monetarias sustanciales en el gasto público. A diferencia del Reino Unido, Dinamarca implementó una extensa reforma de su mercado laboral en 1994, que conserva elementos importantes del modelo Nórdico. El objetivo de este artículo es evaluar críticamente el desarrollo e implementación de la reforma al sistema laboral Danés y estudiar su posible relevancia para el Reino Unido. En la medida en que las reformas a la asistencia social y al mercado laboral están orientadas a la construcción de una base de destrezas, aumentando la democracia y la responsabilidad, y reduciendo la desigualdad, hay lecciones y guías importantes para el Reino Unido en el caso Danés.
