AB - Kitablar: Tiirkiye University of London, is that it is an unofficial compilation by someone concerned with the status of the (chiefly non-Muslim) tax-farmers, tax-collectors and money­ changers, so frequently mentioned in the decrees. These texts are of considerable value also for the study of early Ottoman diplo­ matics. In the Introduction the editors engage in a very interesting discussion of the meaning of the terms cOrt, ~anun and [lanun-name. They seem, however, to go rather far when at one point they claim (p. X) that the (Ottoman ?) monarch who, as Sultan, was the highest authority in the sphere of corl, i.e. ~anun-making, held a similar position in the field of the sacred law (!1erC) "owing to his being the religious head of the Muslim community". The publication of a fully vowelized Ottoman text of this kind presents a for­ midable problem. The ideal solution would perhaps be a reproduction of the whole manuscript in facsimile with either a detailed summary of every document in modern Turkish or a translation into another language. The way chosen by the editors, namely to transcribe the text in Roman characters, makes it possible to reproduce the vowels of the original but is
