TY - JOUR AB - Panel discussion of: Fiscal capacity support Brian Burgoon addressed the points raised by the discussants. First, responding to Edouard Challe he said that in this specific paper the authors did not want to look at the role of trust in explaining differences between countries. However he said that this is an interesting point which is worth exploring and that it is possible to analyse it since the survey includes a question about trust. He then noted that non-response is certainly an issue in theory, but that the authors are not able to identify non-responses in the data. However, he agreed that there may be biases at play because of this point. He also noted that sampling matters in these kinds of panels. As for the points raised by Moritz Kuhn, he said that the fact that non-feasible tax options are included among the possible answers to the survey questions represents an advantage when it comes to sampling. Roel Beetsma explained that the experiment conducted in the paper allows the analy- sis of the effect of moving from not having to pay for the programme to having to pay for it.
