The Memorandum to Cabinet is the document prepared to obtain this approval. Memoranda are drafted for a variety of issues, but one key area calling for this level of involvement is the approval of proposed legislation.1 Similar, but less detailed, documents are also prepared for the same purpose in other Commonwealth jurisdictions. The Memorandum to Cabinet Canada's federal Memorandum to Cabinet system can be traced back to a Cabinet directive issued in 1948.2 But it was Pierre Elliott Trudeau who, as the newly elected Prime Minister in 1968, developed the Memorandum's current usefulness and importance.
