The post-pandemic context has encouraged this analysis given the strengthening and resurgence of illiberal tendencies, as well as the crisis of liberal democracy. Ruling by Cheating  by András Sajó contributes to this field of study. This is a book on political change. Political change can be oriented in various direc- tions, for example, toward authoritarianism or toward greater democratization. Depending on these objectives, political leaders devise forms of institutional design. The purpose of this book is to describe the processes, instruments, and strategies for institutional design—with emphasis on the rule of law (RoL) and constitu- tions—necessary to transform a liberal democracy into an illiberal one—plebisci- tary, populist—or to consolidate an illiberal regime into a more authoritarian and even totalitarian form.
