Togo Kazuhiko, a for¯ ¯ mer Japanese senior diplomat who played a leading role in the negotiations with Russia from the late 1980s to 2001, identified five opportunities to settle the Northern Territories problem.2 Yet, none of the proposals presented was mutually acceptable then. Scholars may be able to contribute to such diplomatic efforts by providing ideas and information and to prepare for the time when such an opportunity presents itself again.
