After his mother’s death in 2005 and his father’s imprisonment and subsequent death in 2009, V.I. was looked after by his aunt from 2005 to 2012. The mayor of Ciutești became his guardian and legal representative at the end of 2012. During Spring and Summer 2013, V.I., who was perceived to have a mild intellectual disability, spent a couple of three-week stints in hospital for psychiatric treatment.He was also placed temporarily in a children’s home and then in another placement centre before being enrolled for the 2013–2014 academic year in a boarding school.At the end of May 2014, the school administration asked the mayor of Ciutești to find somewhere for V.I. to stay over the summer break. A few days later, allegedly without having met V.I., a doctor referred him for treatment in a psychiatric hospital. The Nisporeni Committee for the Protection of Children and Risk recommended that he be treated in a specialised clinic and then be placed in a local care service.
