TY - JOUR AU - Wasser, Henry AB - Abstract Defining autonomy is an elusive undertaking. While autonomy may be described in relation to the authority of the state, all proposals when implemented appear to result in residual control by the state. A brief survey of several European countries reveals varying degrees of autonomy resulting from their particular cultural history. Emphasis on autonomy has brought in its wake the need for distinguishing between management, administration and leadership. Autonomy for universities may ultimately be seen as autonomy from the state or society rather than as an end in itself as conditioned by the varying constraints of differing national societies.
