These Guidelines update UNHCR’s ‘Handbook on Procedures and Criteria for Determining Refugee Status under the 1951 Convention and the 1967 Protocol Relating to the Status of Refugees’. The Guidelines provide a legal authoritative interpretation of the refugee defini - tion in Article 1A(2) of the 1951 Convection and/or the 1967 Protocol relating to the Status of Refugees in relation to claims involving military service. Issued pursu- ant to UNHCR’s supervisory responsibility over the implementation of the 1951 Convention/1967 Protocol, they address both substantive and procedural aspects for the determination of such refugee claims and are intended to guide governments, legal practitioners, decision-makers and the judiciary, as well as UNHCR staff carry - ing out refugee status determination under the Organization’s mandate.
